When the Protocol Decides: Replay-Ready Infrastructure for Programmable Financial Institutions
Settlement times are dropping to zero. Governance times are not.
What this paper argues
In the ASEAN+3 group the financial infrastructure stack is being redesigned from the message layer upward: Project Nexus connecting national payment systems at near-real-time speeds, ISO 20022 carrying compliance controls inside the messages themselves, Project Agorá bringing programmable settlement to a distributed ledger.
The paper constructs a scenario to make the consequence visible: one lending decision, three jurisdictions, seven seconds. Seven machine decisions, no human observation, one atomic transaction completed before any governance gap could be detected. Where a decision crosses an institutional boundary, no single party holds the whole chain — each can evidence its own compliance while none can evidence the decision.
It proposes Replay-Ready Infrastructure (RRI): FUSE™ for immutable decision capture, STAGE™ for deterministic replay, and the Decision Integrity Chain™ extended to a network-level feedback loop.
This is not a technical feature. It is a financial stability requirement — the structural equivalent of capital adequacy in a system where failure amplification runs faster than human response.
